Government Plans Mandatory Licensing For Estate Agents: What could it mean for home movers?

Government Plans Mandatory Licensing For Estate Agents: What could it mean for home movers?
Redbrik welcomes plans for higher professional standards across the property industry - and greater reassurance for buyers, sellers, landlords and tenants.

Choosing an estate or letting agent means trusting someone with one of your biggest financial assets. Whether you’re selling a home in Sheffield, buying a property in Chesterfield or letting an investment property, the advice, experience and standards of the people representing you matter. That’s why Redbrik has welcomed the Government’s announcement that it intends to introduce independent regulation, mandatory licensing and appropriate qualifications for property agents.

The proposals represent a potentially significant change for the property industry - and could give consumers greater reassurance about the professional standards expected of the estate and letting agents they choose.

What is changing for estate and letting agents?

The Government has confirmed its intention to introduce independent regulation of property agents.

Under the plans, property agents would be required to obtain a licence to operate and hold appropriate qualifications. An independent regulator would be able to establish professional standards and codes of practice, including expectations around conduct and complaint handling.

The Government has also said the regulator would have the power to withdraw licences where required standards were not met.

However, these requirements are not yet in force.

The Government’s home buying and selling reform roadmap says it plans to consult on mandatory qualifications for estate and letting agents during 2027. Subject to the outcome of that consultation, legislation would follow when parliamentary time allows. A non-statutory Code of Practice setting minimum standards for property agents is also planned.

Important details - including exactly which qualifications will be required and how the licensing system will operate - therefore remain to be confirmed.

Why professional standards matter.

For Redbrik Director David Cooper, the direction of travel is a positive one.

Buying or selling a home is one of the most significant financial and emotional transactions most people will ever make. Clients deserve complete peace of mind that they are working with trained, regulated and accountable professionals.

Redbrik already operates within recognised industry protections. We are registered with The Property Ombudsman, giving clients access to an independent redress process, and our Lettings department holds Client Money Protection through Propertymark, helping protect landlord and tenant funds where client money is held. Propertymark’s CMP scheme is Government-approved.

These safeguards matter, but the Government’s proposals would go further by introducing a clearer minimum standard across the profession through licensing, qualifications and independent regulation.

The proposed reforms would establish a clearer minimum standard across the profession.

David adds:

For too long, the lack of mandatory professional standards has allowed consistency to vary significantly across the sector. Raising the baseline for the industry should help protect consumers and strengthen trust in the profession.

What does this mean when choosing an estate agent?

Regulation may set a minimum standard, but choosing the right agent will still involve much more than checking whether somebody holds a licence.

For homeowners looking for an estate agent in Sheffield or Chesterfield, experience, local market knowledge, property marketing, communication and the way an agent manages a transaction from valuation through to completion will continue to matter.

At Redbrik, professional standards are embedded into the way our teams work across Residential Sales, Lettings & Asset Management and Land & New Homes.

That includes ongoing internal training, clear processes and a focus on transparency throughout the customer journey.

It also extends to initiatives such as SecureMove™, which Redbrik introduced to provide buyers and sellers with greater information, commitment and certainty earlier in the property transaction.

As David explains:

Operating with transparency, high standards and genuine care has always been at the core of how we work - from our internal training through to initiatives like SecureMove™, which we introduced to bring greater certainty and trust to the process.

Raising standards across estate agency.

The finer details of the Government’s proposals will matter.

How qualifications are structured, which members of an estate or letting agency team will need them, how experienced agents are treated and how regulation is enforced will all form part of the conversation as the plans develop. The Government has specifically said its future consultation will consider who should be qualified, what those qualifications should contain and arrangements for experienced agents.

For Redbrik, however, the principle of greater professionalism and accountability across the property industry is welcome.

Whether someone is selling a property in Sheffield, looking for an estate agent in Chesterfield, buying their next home or choosing a letting agent to manage an investment, they should be able to expect knowledgeable advice, clear communication and high professional standards.

Greater consistency across the industry could make that expectation clearer for everyone.
